(Since most member requirements are explained in terms of RP and webpages, these membership explanations are OOC.)

The QCC supports forums in a variety of possible ways. Existing, established forums may join as a whole entity and oversee their own member's QCoin accounting; or they may have their member guilds join the Coalition directly and let the QCC oversee the accounting for their members.

When a forum joins the QCC as a whole entity, they take on the responsibility of overseeing their own members' accounting practices. A treasurer designated by the forum hierarchy will oversee the QCoin disbursement and police their own members.

The treasurer will be responsible to provide current, active links to all member accounting pages  and keep them in a single location for access by the QCC Grand Council. The forum's members will answer to their forum hierarchy for guidelines, policies and disputes. All QCC contact with the forum in the form of Updates and Coalition news will be through its treasurer and/or other ranking forum officials.

A forum who wishes to impose rules on its members above and beyond what the QCC requires will want to join as an entity as will a forum who wishes to isolate its members and keep their QCC activities contained within their own boundaries. The Coalition's simple membership requirements will not interfere with guidelines and rules the forum may wish to impose on its own members.

Once the initial disbursement is made to the forum treasury, no other forms of income are available. No business listings, event announcements, or activity promotions from the forum will be supported by the QCC. All events, activities and merchants listings for the forum members will be supported solely by the forum itself.

The QCC is all about RP. We encourage interaction among our members in the spirit of good, enjoyable gaming. Any House or individual that wishes to bring QC earned within their own forum to QCC sponsored events or to interact with QCC outside their forum will be welcomed to do so and their transactions will be considered valid. The forum may impose isolation or additional rules on its own members, but if those members ask to join the QCC directly, they will be allowed to do so.

When a forum joins the QCC as separate Houses, they are simply designating the QCC as their treasury. Each member House joins the Coalition under their own Honor Agreement and can use all the activities and facilities that the QCC supports as a platform to promote their RP. The forum may or may not assign a forum treasurer to oversee their own members as they see fit, but no rules or restrictions will be imposed on their members over and above the existing QCC rules.

The QCC is simply a monetary platform and when you only do one thing, you have the time to do it well. A forum looking for a monetary base probably has many fronts to administer. Overseeing the accounting for more than a few Houses can be more work than a forum might be willing to devote to a single aspect of their administration. Allowing the QCC to act as their treasurer can alleviate all that headache.

While the forum's members will be exposed and interacting with non-forum members, the QCC has no rules or policies that would interfere with forum specific activities. The forum's members will be welcome to participate in all QCC supported events and activities, but that doesn't prevent the forum from running their own, private activities for their members within their own boundaries.
