Penalties:

Each racer must
race at least once in every four healthy inspections, regardless of whether
those healthy inspections are consecutive or interrupted by an injured
inspection. Once a racer has been voluntarily withheld from three
seasons of racing, that racer must be entered to race in its
next healthy season. If the racer is not entered to race in the fourth
season, the owner will be notified and given 24 hours to select which slotted
racer will be withdrawn and replaced with the idle racer. After that 24
hour period of time, the slotted racer to be withdrawn will be selected
randomly by the Racing Commissioner. The reason for this is to eliminate
stables being padded with racers who are consistently healthy but never raced
in order to allow the stable to enjoy more racing slots and have their
preferred racers run each season.

Stables will be given two
warnings for violating the aforementioned slotting requirement. Upon the
third violation, that stable's eligible racing slots will be reduced by two
for the next three racing seasons. Please remember, it is the stable
owner's/manager's job to accurately enter their racers each season.

There are no penalties to rank/bonus for
any racer who is injured, regardless of how many consecutive seasons the racer
is injured.

In place of these penalties, any stable not
inspected for three seasons in a row will be placed as inactive.

After the fourth season (which equals
eight months), the stable will be removed from the
Racing Commission.

A "per racer" fee will be imposed if a stable that has been removed
for inactivity requests reinstatement at a later date.
