What NE Racing is:
Non-Equine Racing is the branch of QCC Racing that supports and promotes racing of creatures other than horses and mules. Opened at first to provide a venue for the more fantastical creatures such as unicorns, dragons and pegasi, NE Racing has become a place for members of the QCC to excercise their creativity as their characters train and race almost every kind of animal that is known for speed in the air and on the ground.

Who is in charge:
Although NE Racing is technically a branch of QCC Racing, the NE Coordinator has final say on everything that pertains to her branch. Every effort is made to remain as closely aligned in rules and in spirit with QCC Racing as a whole, however because NE Racing is far smaller than its sister branch, some regulations are not yet needed in NE Racing. In short, although she answers to the QCC Racing Commissioner, the NE Coordinator is the law in her branch. All questions and suggestions regarding NE Racing should always be addressed to the Coordinator.

Stables and Ownership:
NE Racers may be contained either in their own stable, attached to a QCC horseracing stable, or owned by an Individual. The limits on numbers of racers vary according to which setup is used.

An NE-only (NEO) stable is considered a seperate entity and counts toward the general QCC Racing limit of 3 stables per Group or 1 stable per Individual. A mixed stable in which both horses and NE's are registered is considered one entity together.

The procedure for registering a new NEO stable is as follows:

-Submission of the QCC Racing Commission - Letter of Intent Form
-Submission of the QCC Racing Commission - Stable/Racer Registration Form
-Stable Registration Fee (includes up to 2 initial racers, maiden or transfer): 1000qc
-Additional Racer Registration Fees:
-Maiden NE: 200qc
-Transfer NE: 50qc

NEO Stables are limited to a total of 4 racers maximum, whether maiden or transfer, upon initial registration. Additional registrations are limited to 2 per NE season, whether maiden or transfer.

Potential owners/managers of NEO stables are advised that NE Racing DOES NOT observe a waiting period, and are therefore encouraged to submit their paperwork as quickly as possible in order to have their animals inspected and slotted in the next available NE Racing card.

The procedure for adding NE Racers to an existing QCC Racing stable is as follows:

-Submission of the QCC Racing Commission - Stable/Racer Registration Form
-Additional Racer Registration fee:
-Maiden NE: 200qc
-Transfer NE: 50qc

Mixed stables are limited to 2 registrations per NE season, whether maiden or transfer.

The procedure for registering NE's as an Individual owner without registering a stable is the same as the procedure outlined above for adding NE's to an existing stable. The Individual is limited to two NE's, whether maiden or transfer, total.

NEO stables are subject to the general QCC Racing limit of 20 racers per stable. Mixed stables are subject to a limit of 12 NE racers in that section, in addition to the 20 horse limit imposed by QCC Racing.

Individuals are allowed to own up to 2 NE's without the requirement of registering as a stable.

Stable and racer registrations are accepted at ANY TIME. There is no longer a specified registration period for NE's.


Racing Eligibility:
NE's are required to pass a QCC veterinary inspection in order to race.
-NE Vet Fees: 5qc per animal

NE inspections are due no later than the 10th of each odd-numbered month.

Once a valid QCC Vet Check Form has been submitted, all healthy NE's are automatically slotted to race. A seperate Race Entry Form is NOT REQUIRED for NE Racing.

NE Racing is scheduled for the odd-numbered months of the year. Specific race dates will be announced in QCC updates.

Failure to inspect a stable or racers will result in the stable or racers being placed on inactive status. After two seasons of inactive status, the racers will be permanently removed from NE Racing and their records expunged.


Representation:
There are six scheduled NE Racing dates per calendar year. Each stable, whether NEO or mixed, must be represented at 3 or more race dates. Likewise, individually owned NE's must be represented at 3 or more race dates. Representation may be fulfilled by either the owner, manager or a designated representative. Failure to fulfill representation requirements by the end of the calendar year will result in the stable or individual animals being placed on inactive status pending fulfillment of the requirement in the following NE racing season.

Stables or individual animals on inactive status are not eligible for inspection or racing until the representation requirement has been fulfilled. After two full seasons of NE Racing have elapsed with the stable or animals remaining inactive, then said stables or animals will be permanently removed from QCC Racing and their racing records expunged.

A public chart of representation will be maintained for the interest and protection of stables' and owner's eligibility to participate in NE Racing.
